Ice Cream Party

The sophomore class at your high school decides to have an ice cream party.  They decided to make ice cream cones and each student wanted a different cone.  

Unfortunately, the school would only provide 2 flavors, vanilla and chocolate.  If one scoop were used per cone, there would be only two kinds of cones.  If the students used double scoops, they could make 4 different cones.  There are 250 students in your sophomore class. 

How many scoops of ice cream have to be used in each cone in order to make a different cone for each student?
